Is There a Digital Intrastructure That Can Directly Give Money to People?

You can't even apply for this money unless you have a previous tax return, which is going to leave out millions of people who most need money. We're the government saying, o k, let's send everyone money. Send everyone twelve hundred dollars. And then they look around and say, well, how do we know what account to send the money to, or address if it's a check? So i just want to relate my experience with his organization. Just a number of weeks ago, we were trying to get money into people's hands. Because this is so bizarre, and potentially its such a missed opportunity....
