Can Cationic Surfactants Be Used in Hair Conditioners?

Cationic surfactants are typically used in hair conditioners. They can be irritating to skin and their use levels are pretty regulated. If you get a lot of cationic actives deposited on skin, I don't think it has a really good skin feel. Whereas on hair, it coats the hair and makes the surface less rough so it doesn't feel as bad.
