Is There a Strong Force in the Universe?

There is no particle out there that doesn't interact with the weak force. There are particles that don't interact with electricity, magnetism or a strong force. Like two nutrinos will repel each other based on their weak iso spin. But again, we don't understand it at the quantum level. It's not something we can really say specifically how that works.
