How to Create an External Enemy

The creation of an external enemy is a great way to unite and control a group of people. Many groups and countries have used this technique because it works. But the very big danger of it is that it can very easily become evil when the external enemy is said to not only be wrong, but to be evil. Or even worse, they deserve to die.
