Open AI can't yet be rolled out to more people. Fine tuning API is also currently bottlenecked by GPU availability. So it seems like there's a lot of scalability issues as opposed to them with some secret agenda. This would also explain why GPT-4 is just painfully slow to use as well. Yeah.
