Introduction
Robert Wright: Doug Lagore of the Rand Corporation is an expert on space policy. He says we need to amend the 1967 Outer Space Treaty, sometimes called the Magna Carta of Outer Space. The treaty was created by NASA's Dr. Kessler in the 1970s after he calculated how many objects could be sent into orbit at once. We don't know when something like that will happen, but malicious or even negligent behavior can increase the risk for collisions and other damage.
