Ordinary Versus Extraordinary Minister of Penance
An ordinary minister is someone who ministers the sacrament by virtue of an office that they hold so by virtue of office it's something that they do. An extraordinary minister is doing it in a provisional or supplementary fashion but from the perspective of sacramental theology there's also a question there. The priest is able to consecrate the Eucharist without any special jurisdiction without any special delegation from the bishop simply by virtue of the power of orders that he hasbut he is not able to absolve validly without jurisdiction.
