Fidel Castro's 'I Can't Wait No Longer'

Castro didn't have the weapons needed to do anything about the U2s, but he really wanted the humiliation of the low-level flights to stop. He also did not want the Russian IL-28 airplanes to be removed from Cuba as the Americans were demanding. And that was a bit of payback on Castro's part for the Soviets not consulting him when they made their deal with President Kennedy. Fidel threw the same excuse back at the Soviets that they had tried to use on him for why they didn't consult him.
