Pullman Cuts Wages While Maintaining Rent

Pullman applied his usual belief that the public would pay more for a higher quality. His library charged a membership fee to foster his notion of personal responsibility. Workers avoided the hotel bar and the ever watchful eye of off duty supervisors limiting their public crowds.
