I'm not aware of any huge criticisms of how the research agencies hand out their money. I think the big issue is just their budgets. Their budgets sure are growing, but they're not growing nearly as fast as g d p. And so as a result, e government is basically pulling back from r and d. It's being replaced by universities. So if you think of these alete universities, they're enormous an ments are partly beeng funnelled into early stage r universities. They are stepping into some extent, to fill the gap left by government....
