It wasn't until the brady law in the mid nineties that background checks were mandated for guns sold by licensed dealers. Brady was so seriously wounded that newswires reported his death, and the bill as amed after him. And this is what led to the creation of a national instant criminal background check system. The assault weapons ban went into effect in 94 as well. Why did congress let it lapse? Yet?
