State software was only able to get one small investor, but Chip and Doug persisted in building their vision of the interactive web. When they started trying to sell what they had built, customers were confused about how it worked. They assumed there wasn't a tool stack because we hadn't got around to writing it. It couldn't accept that it wasn't necessary. So I decided I will make this thing a standard.
