Proof of work is truly permissionless. You just need to deliver the work, and that's all you need to do. With something like proof of stake, you need basically agreement from the existing community. So i think it's kind of fair to say etherium is now a a permissione system because somehow the eser is so distribute that any one can get 32 m 32 easer but er.
