Britain's Direct Control Strategy During World War One
During world war one, it becomes obvious that oil is far superior to coal when it comes to fuel for transport of all kinds. And so during the course of the rall of the major navi start to transition more and more heavily towards oil. But there is some risk that you could be drawn into a conflict to protect the ally. I mean, yo, a country could invest as much as they wanted, but no, it doesn't scale off very well.
