The Unipolar Moment

I think it goes back to what I called the unipolar moment, which is roughly the period from 1990, 1991 up until about 2017. What happened during that period when the United States was the unipolar is that we adopt a policy of liberal hegemony. And once we got on that road, it was almost impossible to get off. Every president, since George W. Bush, has stuck to his guns on the Ukraine issue. Joe Biden, by the way, is the most hawkish of all those presidents on the on the Ukraineissue.
