Is There a Capabilities Overhang?

A lot of the researchers in AI that I've talked to have talked about something called a capabilities overhang. So even if you just stopped development of language models right now, there's an overhang because we haven't fully integrated them into the rest of the internet yet. And somebody did recently, fish or hack into someone else's bank account by using an AI generated voice. We can all agree that this stuff is not sentient right now, but it still has the potential to do a lot of damage.
