It is difficult for non state actors to develop a nuclear weapon, says Wald. But that doesn't mean we shouldn't worry about the fall of afghanistan and the taliban,. Wald: I something i'm actually worried about is what terrorists might be able to get their hands onn they would have to go. The concept of deterrence is based on the idea that the one state won't use a nuclear weapon against the other because costs of retaliation would be too high. In order to prevent the use of nuclear weapons, we need to be willing to use them.
