The Whip Band and the Unsheltered Population
Reno City Hall is right in downtown. It's a black monolith of a building that overlooks the Truckee River and a large plaza where people practice whipping. Inside, council begins to hear public comment but from what I can tell, there aren't any actual whippers speaking. The whip cracking creates sonic booms which rattle my windows, cause the seizures, cause my blinds to drop, cause the cat to run over the bed.
