CNN's John D. Sutter heard the story in 1993, but it took him 20 years to figure out what was going on down at Shag Harbor. The divers wouldn't reveal names of ships or explain why they were diving so far from shore. A friend who had worked with a former newspaper revealed that he knew about the mission and helped solve the mystery.
