Deborah Becker, senior correspondent and host at WBUR in Boston 90.9 FM: I think there is a deterrent effect when people on the street see somebody commit a crime and they get locked up. We have to reduce the population in the prisons,. But I think step one of that is to reduce the criminal behavior. If we really want to get serious about solving these quality of life kinds of issues, locking folks up isn't doing it.
