CSTR and Russia in the South Caucasus
Armenia has for a long time now been incredibly close with Moscow. So when Azerbaijan launched an offensive to retake the Armenian held Nagorno-Karabakh, Russia stepped in as the largest military in the Caucasus. The CSTR wasn't called in and this time Russia never came to the rescue. Lukashenko is in a situation where he has become so dependent on Moscow that he's not really in a position to send them very strong messages. But at the same time, he is still trying to keep Belarusian forces out of the war. I would put it down more to other reasons and not that Lukashenko was trying to send Moscow a message.
