Congress set a cap on the Federal Reserve's capital at $40 billion. The Fed will have to earn their way out of those losses before they're allowed to remit any profits to Congress and Treasury. That is going to be a big political problem for the central bank. It's a bad optics to have the Fed trading insolvent.
