The Onus of Cloud Service Providers in Optimizing Their Costs

Is the onus ever on the provider, the cloud provider, do cloud service providers play any help in just aiding organizations manage and optimizing their costs? I think it's a combination of the consumer of the infrastructure, as well as the producer of the compute infrastructure. And only to that duality do I think is there actually a meaningful way to create an optimal, capital consuming enterprise? So if we think about stakeholders from other business areas, from all across the business, how could they be involved in the optimization of the cloud costs? Absolutely.
