Non-Precision Approach for Runway 13 at Hibbing Airport
There's a minimum descent altitude on approach plates that say like under no condition go any lower than this. And if you don't see the runway at this altitude, then you have to go around. At some smaller airports, they don't want to leave the lights on all night because it's just a waste of electricity. So what you can do is as a pilot, you tune your radio to a specific frequency and you activate the lights either at low or high.
