People need to be seen as being a valued part of the organization. When they see themselves that way, then they are going to look for ways that they can bring value to the organization and help turn that thing around. Don't try to whitewash it away or pretend that it doesn't exist. Acknowledge it. See what were the KPIs that led to this? And what are the KPIs have to be when we turn this thing around? It can be done and solicit help.
