In 19 16, the first what we call euclidian zoning codes had come on line. A lot of these cities used superficially race blind zoning to pursue racial segregation. And they did this through the means of economic exclusion. If you can determine how expensive housing is going to be in one part of town or an entire suburb, you effectuively have the power to determine who can and can't live there.
