excuses roughly fit into those kinds of categories I think of ignorance and accidents inadvertence or simple involuntaryness as a part of dynamic examples. But there's another set of considerations here that's more even more fundamental which is all excuses sort of operate within the realm where I'm thinking I'm dealing with voluntary agents who are otherwise I can assume are responsible agents but then I might have a set of exemptions.
