When I first started doing this job in 2005, I found it very difficult to come to terms with the core principle of the humanitarian movement. Britain gives a lot of support to the international Red Cross which talks to both sides. And when they're offered humanitarian aid from wherever it comes, they will make a judgement. It's for them to make the judgement about how to deploy it. What you've got to avoid is what happened in Haiti, where everyone piles in and there was no order and it was very ineffective.
