Most of Uganda's political leadership for most of its post independence history came from the north. He was an autocrat who allowed a lunatic to run around and cause mayhem because it was in his political interest to do so. And there is no puzzle. In some ways it's that simple and kind of tragic. There's little to understand. It took me a lot. Well you know what it's not so easy in the middle of it. I don't think a lot of people did and and I'm not. The opposite that's what I meant like that unchecked leader not only do you not bear the cost but you might have a private incentive as an autocrat to see that violence
