Putin's Support Against the Wishes

Putin is encouraging this type of extremist rhetoric and has done so throughout his rule because it allows him to be positioned as much more reasonable in comparison. I don't see much evidence that Putin is being pushed towards positions that he is not or he was not himself inclined to favor. And about Prigoshan and Kadirav, if we look at who they are and how come they're in this top Kremlin group, it's entirely because of Putin's support against the wishes.
