The most telling thing in this whole mess is the $85 billion magic asterisk because you don't legislate that way, traditionally. Paul Ryan has decided that his objective is to pass an Obamacare repeal and replacement bill on Thursday night. He's not doing anything to make that happen. And they're just kind of moving forward blindly because it'll happen.
