Progressive overload is the idea that training stress, i's going to drive more adaptations. And we tend to lean towards the latder version of progressive overload. If it's heavier than last week, you're likely to get stronger and faster. The bigger sets taken closer to failure do not produce greater strength gains as evidenced by losses in bar velocity or volume. So these folks would take a closer set close to failure - which is pretty good for interaset fatigue.
