Nisa's cunning plan was that the government would have paid off 600 billion pounds of these deposits. But even the authors admit that this would have come with some significant and uncosted risks, the size of which are quite hard to quantify. Toby nangle: This plan might have worked in theory, but it would be coercive. And it might have triggered some financial instability too - so it's a policy with risks as well as rewards.
