The Benefits of the New CBA
This is a new exception rather than cutting into any of the other ones. I believe that teams do still have the flexibility to use one of their other exceptions on this. You know, there aren't that many circumstances like you could use cap face or something else if you really wanted to sign the second pick because there's no rookie scale. This is a great tool, especially for expensive teams. And honestly, this is a benefit for both players and owners.
