The Role of Markets in China's Reform

As China in this early period was conceptualizing a sovereign fund, where was it looking for inspiration in terms of governance structures and models? We look to the south, look at Tomasek as a good model, but Tomasek is slightly different from the Chinese version because it's really a government, major government holding company. As the central regime evolved, it started to look more like a financial version of Tomasek. They did talk about the policy borrowing aspect from Singapore in particular, but they also talk about as they evolve, as they become more mature.
