Luthin's whole purpose is to try to get the empire angry for them to impose more of their strict order. And he tries to have them show their hand and be so brutal that people have to. So that's it. It's a demonstration for him of the the the consequences of his actions, which fits exactly right into who might be the John Galt of this of this story.
