Is There a Legal Framework for Conducting War?

Not everything is allowed in war. There are strict rules about the forms of violence that countries can use. And when they violate those rules, countries can be accused of war crimes. But so much is legal, including all the death of all the soldiers and collateral death of some civilians. So has this legal framework that delineates the parameters of what is acceptable in war been more effective at shaping wars than the first framework we talked about? I think it has to date.
