Introduction
In April 2019, Sudanese dictator Omar Al-Bashir was ousted in a coup after nearly 30 years in power. Under heavy international pressure, the military government entered an agreement with civilian leaders for another democratic transition in Sudan. The stated plan was to hand over full government control to civilians by November 2021. In October 2021, the military leaders mounted yet another coup, purging civilians from the government. We kick off discussing who negotiated that December 5th agreement and its key provisions.
