We have good evidence that the book of Tobit is not meant to be a literal historical narrative. Just because a narrative is non literal, that doesn't mean it can't involve real people. So I wouldn't have any worries about invoking Saint Raphael. His name means God heals. And so if someone's praying to Saint Raphael, even if it turned out there was no literally that prayer would just get routed and it would,. it would be taken care of anyway.
