The state has to have, like law, morality and government. So isn't that really the function of religion? It's so that the state doesn't have morality per se. And it's also a question of what you are going to call a religion, which i think becomes a very difficult question. He explicitly talks in here about forms of government where you had to have decisions for everything. In that case, nothing gets done. Like governmet just falls afid instantly.
