What's the Biggest Failure of the Land Reform Bill?

Bob Reed has been concerned with paths for decades. There are now 25,000 kilometres of core paths around Scotland. The Ordnance Survey refuses to put them onto our maps in Scotland. That's the biggest failing that we've had since video was made.
