The Virginia Plan: A Strong National Government That Could Make and Enforce Laws and Collect Taxes
Madison proposes a strong national government that could make and enforce laws. A couple of delegates from New York actually left after six weeks because they were so unhappy with the centralization of power. The legislation would be bicameral, meaning two-house, and representation would be proportional to a state's population.
