I don't think they attribute conscious agency to the response by states till i closed down the borders, for example. I see them just trying to manage a system that is no longer fit for the technological paradime and ways in which people are responding to it. It's manifested in all these absurd things that are being discussed and imposed now. There haven't been these kind of lockdowns am in some of these places, but i feel like there is. A number of projects out ther lie partly aline to the principles. In other ways they diverge.
