The list of people who were engaged in these communications started with members of Congress. Western Union, which did not like this policy, fought the policy,. I think that was their way of undermining it. They may have been influenced by that. It's an interesting question as to why they started to do this. But it's aninteresting question as towhy they started to doing this. And then eventually what Western Union started to do is they started informing people. Hey, your telegrams are being looked at.
