Polybius saw the republican government as a superior hybrid of monarchy, aristocratic oligarchy, and democracy. Polybius did not believe that Rome's government, or any state for that matter, could or would endure. Cicero was born into a plutocracy characterized from top to bottom by a general atmosphere of reckless ambition and fiscal corruption.
