The psychology of never assumed victory is a very difficult one for organizations to accept. In siber with a couple million dollars, they can do a lot of damage. It doesn't take our trillion dollar defense budget to catch up and it takes a building full of hackers. And now you don't even have to own those hackers their contractors. They can live in argentina. So all i'm saying is, i don't think we need to back off offence. I mean, clearly, our adversaries feel there are no costs to pursue some of these attacks.
