The state is designed in such a way that the worst sociopathic, most evil person, if they get to the top of it, can't do much damage because the state acts as a constraint. The more you centralize or the larger the size and scope of government relative to the externality you're trying to solve, the worse your outcomes are going to be. For very local problems, the garbage is not being taken out, right? Or someone's dumping in the local pond or the local lake. These are extremely local problems and they are really not something that either Yogi Adityanath or Narendra Modi can solve it.
