Is There a Lack of Accountability in Government?

I've seen so many examples of civil servants making mistakes and huge errors. And instead of being sacked, they're either promoted or moved to another department. For example, take the guy who left a load of MOD top secret documents at a bus stop in Kent in his hometown. He's basically had no repercussions. That's just one example of where civil servant can damage national security in a huge way and not even have no police investigation, nothing. Well, the similar sort of thing happens in parliamentary politics as well. I used to be a little bit more on the inside than I am now.
