Even if it's wanted to, the EF can't really force Ethereum in a specific direction unless the community wants to. Even Vitalik has stuff that's like stuck in the queue and he personally would like to see move quicker but consensus amongst client teams ends up not favoring those. So because there's this resistance from the community to run software that they don't agree with, then you kind of trickle down from there where it's like, okay, well,  client developers probably should only work on stuff that Like the community thinks is important.
