Tolman was a professor of psychology at the university of california berkeley. He made some really important discoveries with lasting importance, latent learning and cognitive maps. And speculated that rats had built a cognitive map by just wandering around each other. So he was applying behaviorism to the mind of humans as well as animalistic behaviour.
